Eligibility ruleFour-year colleges with at least 500 undergraduates that report both an average net price and a completion rate, with completion at or above 60 percent.

Factors and weightsOne sorted factor: average net price, lowest first. The 60 percent completion floor is an eligibility gate, not a scored factor.

How the order is setColleges clear the 60 percent completion floor first, then sort by lowest reported net price, so a low price never outranks a low chance of finishing.

Missing dataA college missing any required factor is excluded and counted below, never scored as zero.
